eu-LISA’s Annual Activity Report 2025 presents a year of major progress in supporting the EU’s justice and home affairs priorities through secure, reliable and innovative digital solutions.
Throughout the year, the Agency ensured the stable and continuous operation of the large-scale IT systems under its mandate, including SIS, VIS, Eurodac, ECRIS RI and e-CODEX, while also taking on operational maintenance responsibilities for the shared Biometric Matching Service and the Entry/Exit System. These systems continued to support Member States and EU agencies in the areas of border management, visas, migration and asylum, internal security and justice cooperation.
Advancing the EU’s digital border, migration and security architecture
2025 was also a milestone year for the EU’s digital border management architecture. The shared Biometric Matching Service entered into operation for VIS and EES in May, followed by the progressive start of operations of the Entry/Exit System in October. VIS was connected with both sBMS and EES, strengthening the basis for more integrated, secure and scalable information exchange across the Schengen area.
The Agency also made important progress in preparing the new Eurodac for its 2026 entry into operation, delivering central system releases, the web user interface and technical specifications for Member States. Work also continued on ETIAS, ECRIS-TCN, the JITs collaboration platform, the Prüm router and the API-PNR router, reflecting the growing scope and complexity of eu-LISA’s mandate.
Strengthening resilience, governance and future-readiness
Beyond system delivery, eu-LISA strengthened its internal governance, compliance and operational resilience. The Agency achieved a 98% overall implementation rate for audit recommendations and a 100% budget implementation rate. It also continued improving financial controls, procurement planning, cybersecurity, data protection and internal control processes.
To remain fit for the future, eu-LISA advanced its Hybrid Multi-Cloud Strategy, scaled up its Software Factory approach and strengthened its technology management capabilities. The Agency also improved its infrastructure capacity and environmental performance, receiving EMAS certification in 2025.
The report underlines eu-LISA’s continued role as a trusted operational and technical partner for the European institutions, Member States, Schengen Associated Countries and EU agencies. It also reflects the dedication of eu-LISA staff and partners in delivering secure, high-performing and forward-looking digital solutions for a safer, more resilient and open Europe.
