Combatting Cross-Border Crime
ECRIS-TCN, the European Criminal Records Information System - Third Country Nationals, facilitates the exchange of criminal records information about non-EU citizens and stateless persons across EU Member States, providing easy access to comprehensive information on an individual’s criminal history, regardless of the country where that person was previously convicted.
The system contributes to implementing the principle of mutual recognition of sentences and judicial decisions in the Schengen Area.
Working in Tandem
A powerful tool for judges, prosecutors, and other relevant authorities, ECRIS-TCN is centralised hit/no-hit system works that will work in tandem with the existing EU Criminal Records Database (ECRIS) on EU nationals convicted in the European Union.
The European Criminal Records Information System (ECRIS), operational since April 2012, provides an electronic exchange of criminal record information on a decentralised basis between Member States. It allows national authorities to obtain complete information on previous convictions of EU nationals from the Member State of that person's nationality.
The ECRIS Reference Implementation (ECRIS RI), which provides an integration interface which enables connecting to national criminal record registers of Member States, is managed by eu-LISA since April 2020.
Once set up, ECRIS-TCN will allows Member States' authorities to identify which other Member States hold criminal records on the third country nationals or stateless persons being checked, so that they can then use the existing ECRIS system to address requests for conviction information only to the identified Member States. The efficient exchange of criminal records information is instrumental in combating cross-border crime and ensuring public safety.
ECRIS-TCN will be developed and managed by eu-LISA.
