The European Union’s Justice and Home Affairs (JHA) Agencies Network has today published its Fourth Joint Paper on EU Solidarity with Ukraine, highlighting coordinated agency efforts to support Ukraine and displaced persons amid the ongoing war of aggression by the Russian Federation.

The report, covering the period from February 2024 to February 2025, has been prepared under the lead of the European Union Agency for Fundamental Rights (FRA). It documents the wide-ranging contributions of the nine JHA agencies, including eu-LISA, across operational, legal, and humanitarian domains. These actions are carried out in support of EU Member States, partner countries, and individuals fleeing conflict.

Key areas of support detailed in the report include:

  • Assistance with investigations into core international crimes;

  • Development of IT systems such as the Joint Investigation Teams Collaboration Platform (JITs CP), managed by eu-LISA, to facilitate secure information exchange;

  • Enhanced border security and cross-border crime prevention;

  • Guidance and tools for implementation of the Temporary Protection Directive;

  • Fundamental rights monitoring and gender-based violence research;

  • Capacity-building and training for Ukrainian law enforcement and border authorities.

As host of the JHAAN Secretariat and contributor to the joint report, eu-LISA has continued its mission to ensure uninterrupted availability of large-scale IT systems in border and migration management, while also playing a central role in advancing EU-level digital resilience and cybersecurity cooperation.

The publication reflects the EU’s enduring commitment to support Ukraine’s sovereignty, democratic resilience, and future integration into the European Union. The joint paper is considered a living document, to be updated annually as long as the current circumstances persist.
