eu-LISA has published its Annual Activity Report 2025, providing an overview of a milestone year for the Agency and the continued development of the EU’s digital architecture for border management, migration, security and justice.
Major systems moving into operation
Throughout 2025, eu-LISA ensured the stable and continuous operation of the large-scale IT systems under its responsibility, including the Schengen Information System (SIS), Visa Information System (VIS), Eurodac, ECRIS RI and e-CODEX. At the same time, the Agency took on new operational responsibilities and continued preparations for several major systems and components entering into operation.
A key milestone came in May, when the shared Biometric Matching Service (sBMS) entered into operation for VIS and the Entry/Exit System (EES). VIS was also connected to both sBMS and EES, laying further foundations for more integrated, secure and scalable information exchange across the Schengen area.
In October, the Entry/Exit System began its progressive start of operations, marking another major step in the digital transformation of the EU’s external border management.
Preparing the next generation of JHA systems
Alongside these achievements, eu-LISA continued preparations for the new Eurodac, including central system releases, the web user interface and technical specifications for Member States ahead of its entry into operation in 2026. Work also advanced on ETIAS, ECRIS-TCN, the JITs collaboration platform, the Prüm II router and the API-PNR router.
Strong performance across the Agency
The report also highlights progress within the Agency itself. In 2025, eu-LISA achieved a 100% budget implementation rate and an overall 98% implementation rate for audit recommendations, while continuing to strengthen cybersecurity, data protection, procurement, financial controls and internal governance.
Building for the future
Looking ahead, eu-LISA continued developing the technological foundations needed to support its expanding mandate, including its Hybrid Multi-Cloud Strategy, Software Factory approach and infrastructure capacity. The Agency also received EMAS certification in 2025, reflecting its efforts to improve environmental performance.
The Annual Activity Report 2025 provides a comprehensive picture of eu-LISA’s work during a year in which several key elements of the EU’s future digital justice and home affairs architecture moved from development towards operational reality.
