Aleksandrs Cepilovs

Dr Aleksandrs Cepilovs is a research officer at the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) and a research fellow at Tallinn University of Technology, where he obtained his PhD in Public Administration/Technology Governance. Previously he has worked as a research fellow and project manager at Tallinn University of Technology and was a civil servant in Latvia.

Georgios Stavropoulos
Research Associate

ITI-CERTH

Mr. Georgios Stavropoulos, with a Diploma in Electrical and Computer Engineering from Aristotle University of Thessaloniki (2006), has been a Research Associate at ITI since 2007. His research spans AI, deep learning, computer vision, and more, focusing on misinformation detection, fake news analysis, and social media analytics.

He coordinates Horizon Europe projects Ceasefire, Einstein, and AutoBorder, addressing crisis management and information integrity. Proficient in C++, C#, and Python, he has developed AI systems for text mining and biometric authentication. Stavropoulos has authored over 30 articles in journals and conferences, contributing significantly to European and National R&D projects.

Eleftheria Katsoura
Research Associate

Eleftheria Katsoura is a Research Associate at ITI-CERTH since November 2023. She holds a BSc & MSc in Electrical and Computer Engineering from the National Technical University of Athens (NTUA), with specialization in Informatics. She participates in EU-funded research projects at the intersection of cybersecurity and artificial intelligence.

Her research interests include machine learning, blockchain analytics, and the development of AI-driven tools supporting law enforcement and security applications.

Bart Dekempe

Bart Dekempe is a consultative Account Executive at IBM with over 20 years of experience driving innovation in Data & AI, supporting EU institutions in achieving their digital and data ambitions.

He has been a key solution architect in defining and implementing the target architecture for the eu‑LISA Common Repository for Reporting and Statistics (CRRS), which is expected to go live at the end of 2026.

He strongly believes that data powers the digital world, and that AI unlocks the value of that data. Within IBM Technology’s Data & AI practice, he engages senior stakeholders to showcase the transformative potential of (Generative) AI within their specific business contexts.

Toon Segers
Director National Security & Co-founder

Roseman Labs

Toon Segers is Director for National Security and cofounder at Roseman Labs, a Dutch deeptech company specialising in secure data collaboration. 

Roseman Labs enables law enforcement organizations to securely combine and analyze sensitive intelligence or operational data without ever exposing the underlying data itself. 

Toon led engagements with national security agencies, police organisations, and international bodies. He focuses on enabling collaboration in domains such as organised crime, financial crime, and maritime and border security.

Nicolae Paladi
CEO

Canary Bit AB

Nicolae Paladi is the CEO and co-founder of Canary Bit AB. He holds a PhD in systems security from Lund University, Sweden and is the author of 30+ publications and 4 patents.

He has an extensive background in academic and industrial cybersecurity research, with a particular focus on hardware security, cloud platforms and distributed systems.

In 2020 he co-founded Canary Bit with a mission to radically improve the security of European digital infrastructure and data using privacy-enhancing technologies.

Joris Vankeerberghen
Head of the Smart Hosting Platform Services Sector

Joris Vankeerberghen is the Head of the Smart Hosting Platform Services Sector at eu-LISA, bringing extensive experience in the operational management, design, and delivery of large-scale IT infrastructure.

Prior to his current position, he served as the agency's Head of Sector for Network Infrastructure from 2019 to 2024. Holding a degree in Civil Engineering in Electrotechnics from KU Leuven and an Executive MBA in Artificial Intelligence Management and Data Innovation from De Vinci Executive Education, his work focuses on the strategic deployment of both cloud and on-premise platforms.

Currently, he leads key initiatives centered on sovereign cloud architectures and ongoing platform evolutions.

Ingrid Romjin
CEO & Co-founder

Q*Bird

Dr. Ingrid Romijn is the CEO of Q*Bird, a Netherlands-based leader in quantum secure communications, building ultra-secure networks that safeguard critical infrastructure today and prepare organisations for the quantum internet of tomorrow.

Before co-founding Q*Bird, she held leadership roles at QuTech, TU Delft and TNO, contributing to the Dutch National Agenda for Quantum Technology and QDNL. Ingrid serves on the Advisory Board of Women in Quantum Development (WIQD) and the board of Holland High Tech (TKI HTSM).

She holds a PhD in Physics and is deeply committed to leveraging breakthrough science to solve pressing societal challenges.

Jonny McCandless
Senior Solutions Architect

Jonny McCandless is a Senior Solutions Architect at Elastic, bringing over a decade of expertise in designing and delivering complex security and Big Data solutions for the public sector.

After spending five years on the front lines delivering the Elastic platform to some of the largest government customers in the UK, Jonny now acts as a trusted strategic advisor to public sector leaders across Europe helping them solve their most difficult problems with their data.

He specialises in bridging the gap between deep technical execution and strategic vision, working directly with leaders to share knowledge and guide transformational public sector projects.

Derrick Struys
Director Data Services & Storage

Hewlett Packard Enterprise

Based in the Brussels Metropolitan Area, Derrick Struys is a seasoned technology and channel sales leader with deep expertise in hybrid cloud, data infrastructure, and partner ecosystems. 

He is particularly focused on helping organizations modernize IT operations through solutions such as Morpheus Enterprise and Data Fabric within the Hewlett Packard Enterprise portfolio, enabling greater automation, scalability, and data mobility across complex environments. 

Beyond business, he has contributed to cultural and volunteer organizations and remains active in industry conversations around resilience, innovation, and emerging enterprise technologies across Europe and beyond.

Guust Franssens
Solution Engineer

Microsoft Belgium

Guust Franssens focuses on everything related to data within the Microsoft stack, this goes from (No-) SQL databases, to analytical platforms and data governance.

Digital Sovereignty is a familiar topic for him, as he  works solely on the Public Sector at Microsoft.

Wesley Backelant
Director Data Services & Storage

Microsoft Belgium

Wesley Backelant is a Chief Architect at Microsoft, based in Belgium. He works with enterprise and public sector customers to design and implement advanced analytics and AI solutions on Azure. With a background as a database architect on large-scale SQL Server deployments, he has deep expertise in data platforms and cloud transformation.

Wesley is a long-time data professional, active in the tech community as a speaker and contributor, and is known for helping organizations turn data into actionable insights through modern cloud architectures.

Javier Galbally
Senior Research Officer

Dr. Javier Galbally holds a Ph.D. degree in Electrical Engineering and Computer Science from the Universidad Autónoma de Madrid, UAM (Spain). He was Assistant Professor at the UAM until 2013 when he joined the Joint Research Centre (JRC) of the European Commission working as Scientific Officer.

Since 2022 he works as Senior Research and Innovation Officer at the EU Agency eu-LISA. His technical background is mainly focused on the application of data science to the field of biometric technology and in particular to the management of large-scale IT systems.

Coen Janssen
Policy Officer

Coen Janssen has served as a Policy Officer at the European Commission since 2023, where he is responsible for standardisation initiatives supporting the European Strategy for Data (2020) and the European Data Union Strategy (2025).

His work focuses on interoperability within and across data spaces, involving close collaboration with the Data Spaces Support Centre (DSSC), CEN/CENELEC JTC 25, and ETSI TC DATA. With over 25 years of experience in ICT standardisation, Coen’s skills in facilitation, analysis and communication help to secure consensus among diverse stakeholders.

He holds a degree in Economics and a postgraduate qualification in Big Data & Analytics.

Gianfranco Cecconi
Data Ecosystems & Sovereign Data Lead 

Capgemini

Gianfranco Cecconi is Data Ecosystems and Sovereign Data Lead at Capgemini. He served as Executive Director of the EU Data Spaces Support Centre (2024–2025), guiding and coordinating Common European Data Spaces and contributing to frameworks adopted by the European Commission, including the Maturity Assessment of Common European Data Spaces (CEN/CLC/TS 18331).

Previously, he led the European Data Portal and the EC Support Centre for Data Sharing. His work focuses on data sharing, governance and interoperability, bridging policy, business and engineering domains across European institutions, Member States and the wider data industry, shaping adoption at scale.

Darío García Coder began his career as a software developer, building a strong technical foundation through hands-on engineering and delivery. Over two decades, he has progressively transitioned from development into solution and enterprise architecture, expanding his focus from code-level implementation to system design, technology strategy, and large-scale digital transformation.

As a Lead Architect at Sopra Steria, he designs scalable, secure, and future-ready solutions for complex environments. His experience connects deep technical understanding with architectural leadership, enabling him to bridge development teams, business stakeholders, and strategic objectives while supporting data-driven, sustainable, and resilient digital initiatives.

Amine Chetouane
Technology Leader & Enterprise Architect

Amine ‍Chetouane is a Technology Leader and Enterprise Architect with almost twenty years of experience in conceiving and delivering mission-critical systems of systems for the European defence, security, and law enforcement communities.

Working at the crossroads of technology strategy and national security, he designs secure, reliable and Resilience-by-Design solutions that satisfy the regulatory and data privacy frameworks.

Daniel Arosa
Executive Manager

Daniel Arosa Otero is an Executive Manager at NTT DATA specialising in public administration reform, digital transformation and public procurement. He holds a PhD in Economics focused on public procurement and has more than ten years of experience advising European institutions, international organisations and national administrations.

Daniel has led projects for the European Commission, including initiatives on the Public Procurement Data Space, as well as others in the field of interoperability and data-driven policymaking.

His expertise combines policy, technology and data, with a particular focus on the digitalisation of public services, procurement reform and the use of data spaces to support evidence-based decision-making.

Morgane Commowick
VP Product & Customer Operations

Morgane Commowick is Vice President Product & Customer Operations at Dawex, leading Dawex Data Exchange solutions’ strategy and development.

In her responsibilities, she leads Customer Operations, capitalizing on her expertise in internationalization, localization and customization of customer experience. Additionally, she conducts compliance projects regarding data regulations at Dawex and with customers. Prior to joining Dawex, Morgane was Digital Platform Project Director in a data company for 5+ years, managing a team of web & content experts.

Her strong leadership led her to build an international public buying guide available in 20+ countries. Morgane holds a Global Executive MBA from INSEAD.

Jose Rui Teixeira Nunes

Jose is an experienced Solutions Architect at Amazon Web Services, based in Brussels.

In his current role, he works closely with European institutions and agencies, guiding them through cloud migration and digital transformation.

With over 20 years of expertise in information technology, Jose has developed a deep understanding of the unique requirements and challenges faced by public sector organisations.

Domenico Borla
AI Strategist

Capgemini

Domenico Borla leads the AI Strategy & Governance practice at Capgemini Invent in Poland, where he advises organisations on responsible AI adoption and compliance with the EU AI Act, ISO/IEC 42001 and the NIST AI RMF.

He holds a PhD in information theory, statistics and machine learning, and has over 15 years of industry experience across advanced analytics and data strategy, including consulting at McKinsey & Company and financial-crime analytics for banking transaction-monitoring systems.

His work focuses on the governance frameworks and operating models that let organisations adopt AI responsibly and at scale in sensitive, highly regulated environments.

Dennis Diefenbach

Dennis Diefenbach is the CEO and Co-Founder of The QA Company, a French startup.

He leads the company’s strategic vision and product development with a clear mission: to democratize access to complex data through QAnswer, its flagship AI platform.

Head of the Strategy, Capabilities and Coordination Unit

Philippe Harant has been the Head of Unit for Strategy, Capabilities and Coordination in eu-LISA since 2020. The Unit is in charge of research and innovation activities in the Agency and, as such, in charge of the organisation of the Industry Roundtable. 

He has extensive experience, working in international organisations with managerial experience at national level and in other EU Agencies extending over the past 15 years. He holds degrees in political sciences from ‘Sciences Po’ Bordeaux, a post-master degree in public law from University Montesquieu in Bordeaux and a diploma in management from the French EHESP School.
