eu-LISA's Management Committee met in Tallinn on 6 and 7 October 2026 for a strategic retreat to discuss the Agency's priorities for 2027, review key operational and organisational developments, and align its plans with upcoming challenges and responsibilities.

Hosted at the premises of the European Commission Representation in Estonia, the meeting provided an opportunity to take stock of the Agency's progress and agree on the key areas requiring particular attention in the coming year.

The Management Committee identified 15 priorities for 2027, in line with the Agency's draft Single Programming Document. These priorities reflect eu-LISA's continued commitment to ensuring the timely delivery of new EU large-scale IT systems, maintaining the reliability and security of existing systems, and strengthening its internal capabilities.

A major focus for 2027 will be the European Travel Information and Authorisation System (ETIAS) and further progress on the interoperability of EU information systems in the areas of borders, migration and security. The Agency will also continue strengthening the operational stability and performance of its systems, while further developing its in-house software engineering capabilities through the eu-LISA Software Factory.

Other priorities include modernising IT infrastructure, introducing new cloud capabilities, reinforcing cybersecurity and operational resilience, and improving the Agency's statistical reporting services.

The Management Committee also discussed opportunities offered by artificial intelligence, including its potential to improve operational efficiency and support the development of IT solutions, while ensuring compliance with the EU AI Act and relevant security requirements.

Looking beyond operational priorities, discussions covered organisational development, workforce and budget planning, and measures to strengthen eu-LISA's communication, visibility and stakeholder engagement. Preparations for the next EU Multiannual Financial Framework, starting in 2028, were also addressed.

To support the implementation of the agreed priorities, the Agency has defined quarterly milestones for 2027, allowing progress to be monitored throughout the year.

The strategic retreat reaffirmed eu-LISA's commitment to delivering secure, reliable and effective digital solutions supporting the EU's policies on borders, migration, security and justice.
