On 24 November 2025, eu-LISA inaugurated its new premises in Strasbourg — the ASPIRE Building, a modern seven-storey facility located in the heart of the European Quarter, close to the European Parliament and surrounded by key European institutions. The new building marks an important step in ensuring that the Agency has the space and working conditions needed to meet its expanding operational responsibilities.

A modern home for a growing mandate

Over the past decade, eu-LISA’s role has grown in line with the EU’s wider digital and border management needs. Strasbourg, as the centre of eu-LISA’s operational activity, required additional office space to support this evolution. The ASPIRE Building meets this requirement by providing a contemporary, secure and efficient working environment that supports operational continuity, aligns with EU occupational and sustainability standards, and brings teams together under one roof.

A facility prepared for future needs

Prepared for eu-LISA’s use through a phased process completed in 2024 and 2025, the ASPIRE Building now offers a long-term solution to the Agency’s spatial needs. It provides a modern, collaborative workplace, strengthens organisational resilience and supports the delivery of future systems. Its location in the European Quarter also facilitates close cooperation with neighbouring European institutions.

Cooperation with institutional partners

The inauguration brought together representatives of the European Parliament, the European Commission, the City of Strasbourg and the eu-LISA Management Board, reflecting the cooperation maintained throughout the preparation of the new premises. Their involvement supported the Agency in ensuring that the ASPIRE Building meets the operational and organisational requirements of its work.

As part of the event, eu-LISA and the City of Strasbourg signed a Partnership Agreement to further develop their institutional cooperation, underlining the Agency’s continued collaboration with the city that hosts its operational site.

A building that represents shared commitment

The ASPIRE Building reflects the ongoing cooperation between eu-LISA and its institutional partners and the Agency’s dedication to maintaining modern, reliable and secure working conditions for its staff. It supports eu-LISA’s ability to deliver its mandate while providing a stable, future-oriented environment for its teams.

eu-LISA’s locations

eu-LISA operates across three locations. Its Headquarters are in Tallinn, Estonia, while Strasbourg, France, hosts the Agency’s operational site and technical centre. The Liaison Office in Brussels, Belgium, ensures close contact with EU institutions and stakeholders, and earlier this year it moved to new premises better suited to its activities.
