From 9 to 13 February, eu-LISA held a series of ordinary Advisory Group meetings in Tallinn and online with Member States, Schengen Associated Countries, EU agencies and the European Commission. The meetings provided an opportunity to review progress, discuss operational and legal developments, and align next steps for key EU large-scale IT systems supporting border management, migration and security.

API-PNR Advisory Group

The API-PNR Advisory Group was updated on developments related to secondary legislation, including Delegated and Implementing Acts, and on the overall state of play of the programme. eu-LISA presented updated timelines, availability planning, and arrangements for incident handling and maintenance.

Members were also informed about progress on the working arrangement with Eurocontrol. The successful launch of the EU Carrier Interface in January 2026, together with its activated communication channels, was highlighted as an important milestone for implementation.

SIS Advisory Group

eu-LISA reported on the operational state of play of the Schengen Information System, which now stores nearly 95 million records. Participants reviewed operational statistics, recent incidents, and progress on ongoing projects and testing activities.

Updates were provided on SIS-IO and CSLR. Following the meeting, a written procedure was launched for the adoption of the updated SIS Security Plan and Business Continuity Plan.

VIS Advisory Group

The VIS Advisory Group reviewed operational, legal and programme developments related to the Visa Information System and associated systems. Elections were held for the new Advisory Group leadership. Ms Majbrit Kinnberg (Denmark) was elected Chair and Mr Teodor Zamfira (Romania) Deputy Chair. eu-LISA thanked the outgoing Chair, Mr Paul Sturm (Netherlands), for his many years of dedicated leadership.

Discussions covered interoperability aspects, visa digitalisation, data-quality trends, programme planning and roadmap milestones, as well as the transition from TESTA-ng to TESTA-EIRIS. Members were also informed about the upcoming VIS technical functioning report, the 2026 training plan and planned business continuity exercises.

Eurodac Advisory Group

Participants examined the functioning of Eurodac, including business statistics and progress in testing activities. With approximately 7.1 million records currently stored, the system continues to perform reliably.

Particular attention was given to Member States’ preparations for the implementation of the new Eurodac system, scheduled to go live in June. This included discussions on testing progress and national readiness. The updated Security and Business Continuity Plans were presented, alongside preparations for the introduction of ServiceNow and the transition to TESTA-EIRIS.
