eu-LISA Industry Roundtable Focuses on Identity Management

​The 15th edition of the eu-LISA Industry Roundtable, "Biometric Technologies in Identity Management and Verification", takes place in Strasbourg on 16 June 2022. Organised in cooperation with the French Presidency of the Council of the EU, the event will feature examples of  biometric technologies in identity management and verification, in the context of the large-scale IT systems developed and operated by eu-LISA.

Participants will share and discuss experiences and best practices as well as technologies addressing the capability gaps in identity verification at external border crossing points, as well as solutions that allow for effective and efficient identity management.

"Biometric recognition used in sub-optimal conditions, identity management as a service, system interoperability and big data management – I think there is a topic of interest for just about everyone in our stakeholder community", says eu-LISA Executive Director Krum Garkov.

Border crossing points are the focal point of attention for the upcoming launch of the Entry/Exit System (EES), which will increase automation at border controls and strengthen internal security. The system will replace the current practice of manual stamping of passports with electronic registration in a database of biographic and biometric information, helping EU Member States to handle traveller flows and carry out better monitoring of authorised stays and possible over-stayers.

When eu-LISA set out on its journey to develop the EES, one of the obstacles was ensuring that the quality of biometric data acquisition was up to standards – this was particularly difficult at land borders, where border guards encounter a wide range of vehicles (cars, lorries, trains), but also extreme weather or poor lighting, explains Garkov.

"Three years have passed since we tackled these challenges in a previous edition of the eu-LISA Industry Roundtable. During this time, eu-LISA has made significant progress in the development of the EES, while Member State authorities have moved closer to upgrading their border crossing points to ensure all qualitative criteria are met", he adds.

On behalf of the French Presidency of the Council of the EU, Jérôme Letier, Director of Digital, Ministry of Interior of France, stated: "One of our biggest challenges today is to ensure that Member States can benefit from the most efficient technologies depending on their own particularities in terms of identify management, both at border crossing points and during public security missions. Therefore, we must make sure that the devices used by national authorities are continuously adapted to technological evolutions".

The eu-LISA Industry Roundtable aims to bring together industry representatives, Member State authorities and EU institutions, providing a forum for eu-LISA stakeholders to exchange views on the development of novel technologies, legislative requirements and business processes. Presenters and speakers will include representatives of the European Commission, the United States Customs and Border Protection, the United States Office of Biometric Identity Management, the German Federal Office for Information Security, the Ministry of Interior of France, Norwegian University of Science and Technology, eu-LISA and industry.

The next edition of the eu-LISA Industry Roundtable will take place online in autumn 2022.

Background Information

The European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA), was established in 2011 as a long-term solution to the management of large-scale information systems in the European JHA landscape, that became operational, de facto, in 2012. Today, it is at the forefront of Europe's information-driven border management and internal security, providing the expertise needed to manage and develop Justice and Home Affairs large-scale IT systems and their respective communication infrastructure, on a 24/7 basis. The headquarters of eu-LISA are in Tallinn (Estonia), operational management is carried out in Strasbourg (France) and a backup site is located in Sankt Johann im Pongau (Austria). The Agency also has a liaison office in Brussels (Belgium).

The Agency has a proud history of hosting and running events targeted at industry that have focused on solutions and proposals aimed at facilitating and advancing the technical aspects of eu-LISA's core business. Starting in 2014 with close to 50 participants, the event has grown both in size and scope over the years with more than 330 representatives of national authorities, EU institutions, industry, academia and NGOs registered for the current edition.
